This programme is the main document and policy structure in public health for the Czech Republic. It is based on the World Health Organisation (WHO) programme Health 21, and was modified according to national priorities. The programme has 19 main objectives, each with sub-objectives in which activities, goals, responsible ministries or other governmental institutions and collaborating partners are described. A summary report is published every year on the website of the Ministry of Health. The Committee for Health 21 implementation consists of 15 members: 11 from the health sector, 1 from the Ministry for Education, 1 from the Ministry of Labour and Social Affair and 1 from a regional government.
In Health 21, Objective 2 is called Equity in Health. It includes an explicit reference to socio-economic determinants of health inequalities. The objective is: To decrease differences in the health status among different socio-economic groups by at least one quarter, by 2020, by the improvement of life for the disadvantaged groups. The Ministry of Health collaborates with (but doesnt always initiate) other ministries especially the Ministry of Labour and Social Affairs and the Ministry of Education in the implementation of Health 21, especially objective 2.
