Introduction

The objective of Work Package 7 “Facilitating broad stakeholder engagement” is to develop and improve stakeholder engagement processes in the Member States and at EU level to address health inequalities.

The work package is focussing on “Equity from the Start” one of the policy areas prioritised in the WHO report “Closing the Gap in a Generation” on health equity through action on the social determinants of health.

WP7 aims to involving stakeholders covering different sectors (including not only the health sector but also the education sector, urban planning, social services, economics etc.) into discussions and to develop a guide on how to identify, engage and support stakeholders in tackling health inequalities.

It demonstrates stakeholders the mutual benefits from cross-policy engagement and the potential contribution to health equity.

This will be done by:

  • Stakeholder mapping conducted by each partner in their Member State – and EuroHealthNet at EU level – including stakeholders from different sectors relevant for the priority area “Equity form the start";
  • Two EU wide stakeholder debates (1. debate: 8.-9. May 2012 in Budapest; 2. debate: October/ November 2012 in Berlin) bringing together a wide range of stakeholders mapped by partners, allowing mutual learning and an exchange of experiences;
  • National stakeholder workshops with a wide range of stakeholders (end of 2012/beginning of 2013);
  • Final Joint Action conference „Towards a roadmap for Health Equity for 2020“ in October 2013 in Brussels (Belgium)

Second EU-wide Stakeholder Debate
November 2012, Berlin (Germany)

After having had a first introduction and general exchange of experiences during the first debate, there might be knowledge gaps and specific areas the stakeholders would like to know more about.

The second debate will have more of a training character, invite further experts and go deeper in the specific methods.

First EU-wide Stakeholder Debate
8-9 May 2012, Budapest

The aim of this first EU-wide stakeholder debate is to discuss with a wide range of stakeholders from different sectors about stakeholder engagement processes with regards to “Equity from the start”, including:

  • A mutual exchange of experiences and good practices in stakeholder engagement;
  • Concrete scenarios/ examples of stakeholder engagement.
 
First WP7 partners' meeting
27-28 June 2011, Cologne (Germany)

This was the first work package 7 meeting of the Equity Action. WP7 partners came together to work on the way of proceeding in this work package. The meeting aimed to:

  • Get an overview on existing stakeholder engagement processes in partner countries and learn from expert contributions on stakeholder engagement;
  • Agree on the way of proceeding in the work package as well as on a priority area within the field of health inequalities for the stakeholder engagement processes;
  • Agree on health equity fact sheets to be produced; and
  • Agree on stakeholder mapping guidelines and mapping tools
