Latvia is a small country and most of the policies, although implemented through the action of local authorities, are in fact initiated by the National government. However, the decisions taken at the central level are influenced by stakeholders, active both at the local and international level (local authorities, civic associations and NGOs on one hand, and the European and international institutions on the other).
